Low Income Home Energy Assistance Program (LIHEAP)

Benefit: Pays heating and cooling bills, and some energy-related home repairs.

Who can apply: People with limited income. For your state’s specific annual income qualifications, visit the Benefits

How to apply: This varies by location. Please go to Benefits QuickLINK and do a benefits screening.

Telephone Assistance

Benefit: Helps pay for the cost of basic local telephone services.

Who can apply: Qualified low-income older adults. You are automatically eligible if you are in one of the following programs: Medicaid, Supplemental Security Income (SSI), Federal Housing Assistance/Section 8 Programs, Supplemental Nutrition Assistance Program (SNAP; formerly food stamps), Low Income Home Energy Assistance Programs, Bureau of Indian Affairs (BIA) General Assistance, and Tribally Administered Temporary Assistance for Needy Families (TANF).

How to apply: Call your local phone company and tell the sales department that you want to apply for Link Up or Lifeline.

Help Buying Nutritious Food

SNAP  Program

Benefit: An Electronic Benefits Transfer (EBT) card, similar to a debit card, that you can use like cash to pay for food at most grocery stores. Here’s a link to the Oregon USDA Map.

Who can apply: People with limited income and resources, especially people 60 and over.

How to apply: Visit Benefits QuickLINK to get an application.

The other day I saw an OPB video indicating 50% of Americans are single and 28% live alone.

Portland Real Estate Seniors Living Alone Senior Safety Program

In times of emergency what should a person living alone do with their medical information? Obviously it should be readily available. There is a national private safety program for seniors or boomers that provides their emergency information to the people who need it, and only when they need it, should you be a senior living alone.

I had never heard of the program and I found out about this senior safety program when I took my classes for my SRES® (Seniors Real Estate Specialist) designation recently.

The program has your emergency information available when it is needed by firefighters, medics, first responders, etc.  It provides information to them about who you are… what medications you are using… what illnesses you have… who is your emergency contact person… what is your normal blood pressure… are you wearing hearing or seeing devices… do you speak English… and, if not, what language do you speak?

Those who find themselves in an emergency situation with you, would love to know your medical conditions in order to treat you properly during your emergency. This information gives them critical insight into any current heart event you may be having. When you get to the hospital, they will want to know even more. What insurance do you have, etc.

These are all very annoying questions when you don’t feel well, and sometimes you may not recall the answers. Other times you may be unable to provide the answers that are needed to these critical life-saving questions because of your condition. So what should you do?

Your Emergency Information

This senior safety program is the smart way to have your medical information on hand just in case of such an emergency. Seniors can utilize this to keep track of their constant medical changes and medications. It’s the right thing to do to make sure you are treated properly in an emergency situation if you are living alone.

I’d be happy to send you all the information about this national senior safety program for you to make your own decisions.  There are 4 steps to having your emergency information available.  They use a privacy policy and only those that may need your information, in case of an emergency, have or get your information.

Further, there is a form, decals, and information you can store on your refrigerator door should a medic or firefighter need access to your medical information.  It is all done in privacy and nothing is public. The information is stored securely. The program uses a Secured Socket Layer (“SSL”) standard transmission encryption to protect any transmission of emergency information by you.

In addition, use this program to put your medical information in your wallet, in your glove compartment, and especially on your refrigerator door.  Even put one in your child’s pocket before you are faced with an emergency.

The other evening on 60 Minutes there was a segment about children and homelessness. It was a very moving and touching story.

Years ago on my ALL ABOUT…..Portland.Oregon.Real Estate blog, I wrote a post about the “Forgotten Faces of Foreclosure”. I asked where had all the children gone during this financial downturn? Children and families are living in their cars/vans. This foreclosure and economic crisis is all too real for them. The children they interviewed were surprisingly mature and were taking their circumstance in stride with a great attitude.

Winter Warming Shelters In Portland

Winters is only a few weeks away. And, unfortunately, one of the weathermen here in Portland the other evening predicted we will most likely have two major snow events this winter. There is a lot of homelessness and poverty everywhere you look these days and here in our town too.

When it gets really cold outside in the Portland metro area, there are many people who need help to make it through the night. In fact last year, in what was considered a fairly mild winter, the Oregon Red Cross, working with the City of Portland, opened emergency warming centers that helped almost 1,000 men, women, children and pets stay warm and safe as temperatures plunged. As we head into the coldest months of the season, volunteers are needed to help us staff these life-saving emergency warming centers.

Volunteers Needed To Man Winter Warming Shelters. Know Of Seniors That Have No Heat?

The Red Cross is looking for volunteers to help out at those shelters. Or if you know of a senior who might need help, here is more information on the Winter warming shelters.

Clackamas County residents may be eligible for the Oregon Energy Assistance Program (OEP), a State program that Senior And Low-Income Oregon Energy Assistance Program.allaboutportlandoregonrealestate.cohelps low-income residents with their electric utility bill.

Senior And Low-Income Oregon Energy Assistance Program

To be eligible, a household’s income must be at or below 60% of Oregon’s median income.  The household must also have an active PGE (Portland General Electric) account in the name of an adult living in the home.

Both homeowners and renters are eligible.  Call the Clackamas County Social Services Energy Assistance Line at 503-650-5640 to find out if you qualify.

Cold Weather Coming To Portland

We know that Portland can get downright cold.  No one should live in a Portland home without electricity or be cold, therefore, give Clackamas County a call to heed off any potential of being with electricity this fall or winter.

The State of Oregon has a low-income program that helps Oregonians in these difficult economic times.

OTAP

The Oregon Telephone Assistance Program provides a discount on local basic telephone service of $13.50 a month or less to qualifying low-income customers.

Most Oregon telephone companies offer this assistance.

Qualifying To Receive This Benefit

If you currently receive food stamps, supplemental security income, certain state medical programs or Medicaid you may qualify.  There is an application process to qualify for this benefit.

LINK-UP AMERICA

In addition, LINK-UP AMERICA helps qualified low-income individuals by paying for one-half (up to $30) of the line-connection charges for new residential telephone service.

TIGARD – PRESCRIPTION DRUG CARD

Tigard has a program for its City’s residents in the form of a prescription discount card.  The City of Tigard has partnered with the National League of Cities and CVS Caremark to make a prescription discount card available to all City of Tigard residents.  The discount cards offer City residents an average savings of 20% off the retail price of commonly prescribed drugs.  There is no enrollment form required to get a card, no membership fee for the City’s residents/family are not covered by insurance.

The discount card is only for residents of Tigard and has no restrictions based on the resident’s age, income level, or existing health coverage.  The card can be used when purchasing prescription drugs at approximately 100 pharmacies around the City.  The card is available at the Tigard Public Library, City Hall and the Permit Center or log on at http://www.caremark.com/nlc and use the print-a-card feature.  City of Tigard residents can also call toll free at 1-888-620-1749 for assistance.
